I am aware of general policy statements that could apply to the described behavior but not any policy that specifically mentionsblogging.

One source of policies that could apply to personal posts to non-UI websites by UI employees is the University of Illinois Handbook for Good Ethical Practice at http://ethics.uillinois.edu/Handbook-3rdEd.pdf.

This site was linked via Section 4d of the Urbana Campus Appropriate Computer Use Policy at http://www.fs.uiuc.edu/cam/CAM/viii/viii-1.1.html . However the link provided at the Urbana Computer Use Policy is a dead link for an old version of the Ethics Handbook and should be updated.

The Ethics Handbook includes sections on University Code of Conduct, Representing the University, Being a University Employee, Respecting Confidentiality, Following Good Business Practices, Safeguarding University records and other topics which provide guidance on how one conducts one's self and could apply to personal posts to non-university websites.

There are also statements about improper personal use of University resources in the Ethics Handbook and the Urbana Computer Use Policy. This could apply if one is sending a response to a non-UI blog on University time with the University's computer system.
